Andrea Rt Filters Service Windows 8

I am running Vista Home Premium on a 6 month old Dell Inspiron. I recently uninstalled a Dell AIO printer that I no longer use using the uninstaller function in control panel. Now, when I open up most any program like Explorer, My Computer, Windows Update, etc. I get this search settings window and then a windows installer 1.2 window that pops up and says that it cannot find a file component in the network. I don't know if the printer uninstall had anything to do with it or if it was something else. I also had installed a Google toolbar program, but got rid of it thinking that maybe was causing the issue. Anyway if I click cancel in that window when it pops up the program does continue to open up and I get some error 1706 box or something like that after, but it is getting very annoying when this happens. Once I open up a specific program, it doesn't do it to that program anymore until I shut down and start the computer at a different time. It is random when this box pops up. Any ideas on how to get get rid of this problem? I have tried searching for an answer, but cannot find one.
Thank you.

This is NOT a list of tasks/processes taken from Task Manager orthe Close Program window (CTRL+ALT+DEL) but a list of startup applications, although you will find some of them listed via this method. Pressing CTRL+ALT+DEL identifies programsthat are currently running - not necessarily at startup. Therefore, before ending a task/process via CTRL+ALT+DEL just because it has an 'X' recommendation, please check whether it's in MSCONFIG or the registry first. An example would be 'svchost.exe' - which doesn't appear in either under normal conditions but does via CTRL+ALT+DEL.If in doubt, don't do anything.
